CryptoPH Weekly News Recap: Sep. 08 - 14, 2025
Multiple blockchain bill(s) filed! So what's going to happen next?

Ever since Sen. Bam Aquino filed Senate Bill No. 1330, or the “Blockchain the Budget Bill,” several counterpart measures have also been introduced in the House of Representatives, including:
House Bill 4489 by Rep. Brian Poe (FPJ Panday Bayanihan Party List)
House Bill 4075 by Rep. Angelo Marcos Barba (Ilocos Norte)
House Bill 4380 by Rep. Javi Benitez (Negros Occidental)
So what’s gonna happen? Because there are multiple bills with overlapping objectives, Congress may move to harmonize them into a single version. Here’s the likely usual process:
As background, we have four bills - one in the Senate and four in the House.
Each bill will be referred to the appropriate committee in its respective chamber. There will be hearings and consultations to refine the bills.
If the bills are similar, the House may decide to consolidate the three bills into one substitute bill. The Senate will refine its own version.
Eventually, there will be one Senate-approved version and one House-approved version.
After that is a bicameral conference committee (a “bicam”), the Senators and the Representatives will reconcile differences between their versions.
The ending effort is a unified “final version” of the blockchain bill.
The bicam report (final version) will be sent back to both chambers for approval (ratification).
Then it will be forwarded to the President for his signature.
If signed, it becomes a Republic Act (RA). If vetoed, Congress can override with a 2/3 vote.
Who gets authorship of the bill depends on which bill(s) survives the process.
Anyway, that’s a topic for next time! For now, let’s finally dive in.

💡 Negros Occidental Rep Files Bill For Blockchain-Based Budget System

The bill, titled “An Act Mandating the Establishment and Implementation of a National Budget Blockchain System to Enhance Transparency, Accountability, and Public Participation in the Philippine Budget Process,” was filed by Negros Occidental 3rd District Rep. Javier Miguel Benitez on September 8, 2025.
As of writing, the measure is pending first reading in the House of Representatives.
